The European Parlament's Committee of Transport (TRAN) wants to define a date by which all heavy goods vehicles (HGVs) must be equipped with a "smart" tachograph (device which records driving and rest time of a truck drivers).
This needs be done in order to prevent frauds that still happen with electronic tachograph systems which isn't as efficient as was expected before the start up.
GPS system would allow the institutions to select for checkups only those vehicles that have bad records, which would save time and expenses, as opposed to stopping every vehicle for a checkup.
According to the Silvia-Adriana Ticau (S&D, Romania), adopted on May 31st, this should happen sometime in 2017. (24 months after the entry into force of the technical specifications which Committee hopes will be adopted latest by the end of 2014.).
It has also been suggested that older trucks equipped with old tachographs should be "retro-equipped" by the end of 2020, at the latest.
